An assessment of UC Merced's growth options was developed before the project began.

In 2012, UC Merced invited an advisory services panel from the Urban Land Institute (ULI) to help identify the most cost-effective and programmatically efficient means to develop the Merced 2020 Project.

The ULI report includes a set of guiding principles and recommendations to address the physical space shortfall and provide for growth.
